After years of fighting, Circe finally won out over Wonder Woman, turning the strongest Amazon alive into her personal pet.
That's not to say the victory was Circe's alone: she may have also needed some help from a budding young magic user to create the unique enchantment and trick the hero into wearing the collar that allowed Circe to conquer her once and for all... but Circe had plans to collar the magic user as well.
Circe does have the power to turn Wonder Woman into a real dog, but she finds it much more satisfying to keep the fallen hero more or less human, especially when parading the defeated champion through the streets of Themyscira.
